A practical guide to public procurement for Québec SMEs
Québec's public procurement is worth billions in contracts every year. Yet most SMEs don't take part. Not for lack of skill, but because the information is scattered across tender documents, regulations and platforms.
We take the official information, accurate but often buried in dense government documents, and turn it into practical guides and concrete advice.
Adjudica publishes practical guides in plain language.
That is the gap Adjudica fills: practical guides built on official sources.
Our model
An hourly consultancy
We don't bill by the hour and we don't replace your team. Our guides stay free; for those who want help, support is a clear, optional package.
Affiliated with the government
An independent media outlet, with no institutional ties to SEAO, the Conseil du trésor or any public body.
A software platform
Our guides have value on their own and will stay free. The paid service is analytical work, a separate option, never a toll on the content.
An independent, free media outlet
Specialized and independent. Commercial clients do not review or approve editorial content.
Official sources
Every article is researched from SEAO, the LCOP, the AMP, the statutes, and real tender documents.
Regulatory check
Content is checked against the applicable rules before publishing. When the sources cannot answer, the article says so.
Kept current
We revise when the rules change. Every article shows its last-verified date.
Our full process is described in our editorial policy.
The founder
Adjudica is a Québec initiative founded in 2026 by Skander Millequant, who brings more than ten years in marketing and digital strategy. The starting point: the gap between official information, accurate but unreadable, and what SMEs actually need. Businesses that want access to public contracts needed an independent guide written from the official sources.
Designed and built by agence Noos
Adjudica's website was designed and built by Noos, a studio that helps organizations on three complementary fronts.

Fast, polished editorial and marketing sites built to convert, like the one you're reading.
Search visibility and discoverability
