The match report: your public tender, analyzed
You have a tender in sight. Your estimate will tell you what it costs you. The match report shows you what your math cannot contain: who usually bids with this buyer, how close comparable contracts were decided, and who else bids in this category.

No tender in sight yet? Start by understanding why you lose: the assessment quantifies your last 18 months, at $150 + taxes.
What the report contains
Usual bidders
Who typically bids with this buyer, in this category of work or services, based on contracts already awarded.
The rivals' record
Recent volume, wins, and your past head-to-heads if any.
Observed spreads
The gap between first and second on comparable contracts, and the share decided by less than 5%.
The buyer's track record
What this buyer recently awarded in the same scope, and at what prices.
Incumbent concentration
When one supplier recurs often with this buyer, the report shows it, without concluding any irregularity (compliance, quality, lots or method). It is sometimes the information that saves you from estimating for nothing.
The limits, in writing
When public data does not support a claim, the report says so rather than embellishing.
How it works
You order online and provide the SEAO notice number you are interested in.
We build your report from contracts already awarded: twenty years of public data, recalculated for every report.
You receive it by email within one business day.
Delivered by email within one business day.
If your tender is decided by a selection committee
The match report is built for contracts awarded to the lowest compliant bidder. The award method is stated in your notice documents: if selection goes through a committee (quality scoring), the report does not apply to your case. If such a notice reaches us anyway, we tell you before producing anything and you choose: a full refund, or a credit toward the notice of your choice.
What the report is not
- Not a tender watch. You already have one; we flag nothing, we analyze the notice you give us.
- Not an estimate of your costs. You compute your price better than we do. We do not touch it.
- Not a promise to win. Nobody can make that promise honestly. We document the field; the decision remains yours.
The guarantee
Every figure in a report is recalculated from the source data at production time, and sourced. If you demonstrate that a figure in a report is wrong, the report is refunded.
What it is built on
Adjudica works from SEAO open data, published by the Québec government. Every figure is recalculated from the source data, never copied as-is, and its provenance is stated. When the data cannot answer, we say so. The details of the method are in our editorial policy and in our analyses.
