Privacy policy

Adjudica is committed to protecting the personal information of its visitors, subscribers and clients in accordance with the Act respecting the protection of personal information in the private sector (CQLR, c. P-39.1), as modernized by Law 25.
This policy explains what information we collect, why we collect it, how it is protected, and how you can exercise your rights.
Personal information we collect
Adjudica collects the following information:
Email address. When you subscribe to our newsletter, you provide your email address. It is the only personal information required to subscribe.
Contact form. If you write to us through the form on the About page, we collect your email address and the content of your message. Your name is optional.
Browsing information. Our audience-measurement tool (Plausible Analytics) collects aggregated statistics about site usage: pages viewed, referral source, device type and approximate country. Plausible works without cookies and without a persistent identifier: it stores nothing on your device and cannot identify you by name or track you from one site to another. This data is aggregated.
Technical log data. Our host (Vercel) and our network provider (Cloudflare) may record technical data related to your browsing, including your IP address and browser type, for security and proper operation of the site. These providers operate servers outside Québec (see “Transfers outside Québec”).
Purposes of collection
The information collected is used for the following purposes:
Managing your subscription and sending the newsletter. Your email address is used to send you our newsletter on Québec public procurement. You can unsubscribe at any time in one click from any issue.
Responding to your requests. If you write to us through the contact form, your email and message are used solely to handle your request and reply to you.
Measuring newsletter performance. Brevo measures open and click rates in our emails to improve the relevance of our content.
Measuring site audience. Aggregated Plausible statistics help us understand which content is most read and improve the site accordingly.
Hosting, security and technical logging. Technical data is used by our host and network provider to ensure the security, availability and proper operation of the site.
We do not use your personal information for any purpose other than those described above.
Adjudica Premium clients
Adjudica offers a paid subscription information service (Adjudica Premium: a weekly email digest of public procurement notices). If you are a client of this service, we process additional information, strictly to deliver and bill it:
- Billing details : name, email address and company details, used to issue your invoices.
- Digest recipients : the email addresses you designate to receive your weekly digest.
- Service-related exchanges : the content of our communications (emails, calls) as part of your subscription.
Payment card numbers never pass through Adjudica: they are handled directly by our payment provider, Stripe (see “Sharing with third parties”). Premium clients have the same rights of access, correction, destruction, portability and withdrawal of consent as described in the “Your rights” section.
Clients of the per-unit services (match report and assessment)
Adjudica offers analysis services ordered per unit online: the match report (the analysis of a public tender you are targeting) and the assessment (the retrospective analysis of your company's public procurement record). If you order one of these services, we collect and process the following information, strictly to verify, produce, deliver and bill your order and administer the relationship.
Order information. Your email address; the legal name of the business for which you are acting; for a match report, the SEAO notice number targeted; and your optional answer to the orientation question shown at the time of payment. This answer may be left blank with no effect on the purchase; it serves only to orient the service ordered and to understand your need, never for prospecting purposes.
Payment information. Payment is processed by our provider, Stripe, which collects the cardholder's name, the billing postal code and the data necessary for the transaction; other billing data may be collected by Stripe depending on the information you provide to it. Adjudica receives the transaction and billing information necessary for the order, for proof of payment and for the invoice, but neither receives nor keeps your full card number.
Verification and production. To produce the document, we consult the relevant SEAO publications, reconcile name variants and create the calculations, indicators and inferences described in our terms of sale. To verify the identity and legal form of a business, we may consult a public registry; we do not reproduce in the document the information from that registry.
Purposes. This information is used to verify the professional character and the validity of the order, to produce and deliver the document, to process payment, to invoice, to apply the applicable taxes and credits, to provide support, to ensure security, to keep our records and to administer the contractual relationship. We do not use it for any other purpose without the information or consent required by law. Clients of these services have the same rights of access, correction, destruction, portability and withdrawal of consent as described in the “Your rights” section.
Cookies and trackers
Adjudica uses no tracking, analytics or advertising cookies. Our analytics tool (Plausible) is cookie-free; no cookie-consent banner is therefore necessary, and the site works without storing anything on your device for tracking purposes.
The only tracking that exists concerns engagement with our newsletter emails (opens and clicks), handled by Brevo, and only if you are a subscriber.
Consent
Newsletter. By entering your email address in our subscription form, you consent to receiving our newsletter and to the associated performance measurement (opens and clicks). This consent is free, informed and specific to these purposes.
Contact form. By sending us a message through the form, you consent to our using your email address and message to handle your request.
You may withdraw your consent at any time by unsubscribing from the newsletter. Withdrawing consent has no retroactive effect.
Sharing with third parties and processors
Your personal information is shared with the following providers, strictly for the purposes described above:
Vercel. Hosting and delivery of the site (edge network), as well as technical logging. Servers located outside Québec, including the United States.
Cloudflare. Domain-name management (DNS) and email routing and, where applicable, delivery and protection of web traffic. Global infrastructure, including the United States.
Plausible Analytics. Aggregated, cookie-free audience measurement. Data hosted in the European Union.
Brevo (formerly Sendinblue), subscription management, newsletter sending and engagement measurement. Data hosted in the European Union.
Stripe. Payment processing and billing for Adjudica's services (match report, assessment and Adjudica Premium). Stripe receives the necessary billing details and alone handles card numbers, under PCI-DSS certification. Infrastructure located in the United States.
Google Workspace. Operational email: receiving emails addressed to Adjudica, exchanges with subscribers and clients, delivery by email of ordered documents (match report, assessment) and sending Premium service digests. Servers located outside Québec, including the United States.
We require our providers, through written agreements (in accordance with section 18.3 of the Act respecting the protection of personal information in the private sector), to protect the information entrusted to them, to use it only for the intended purposes, to notify us in the event of a confidentiality incident, and to destroy the data at the end of their mandate.
Adjudica never sells, rents or discloses your personal information for advertising or commercial purposes.
Who has access to the information
Only the operator of Adjudica (Skander Millequant) and, where needed, the authorized technical providers listed above have access to personal information, to the extent necessary for their respective functions.
Transfers outside Québec
Several of our providers process data outside Québec:
Vercel operates servers outside Québec, including in the United States, to host and deliver the site.
Cloudflare operates a global network of servers, including in the United States.
Plausible hosts its data in the European Union.
Brevo hosts its data in the European Union.
Stripe processes payments and billing in the United States, governed by a data processing agreement, standard contractual clauses and PCI-DSS certification.
Google Workspace operates servers outside Québec, including in the United States, for the email inbox and delivery of digests.
In accordance with section 17 of the Act respecting the protection of personal information in the private sector, we conducted a privacy impact assessment before authorizing these transfers.
Retention and destruction of data
Email addresses (newsletter). Your email address is kept as long as your newsletter subscription is active. When you unsubscribe or request deletion of your data, your address is removed from our systems within 30 days.
Contact-form messages. Messages received through the form are kept for as long as needed to handle your request, then deleted.
Audience data. The statistics collected by Plausible are aggregated and contain no personal information; they are kept in aggregated form.
Technical log data. The logs of our host and network provider are kept for as long as needed for site security, then purged.
Your rights
In accordance with the law, you have the right to:
- Access the personal information we hold about you
- Correct your personal information if it is inaccurate, incomplete or ambiguous
- Request destruction of your personal information once the purposes of collection are fulfilled
- Obtain a copy of the computerized personal information you provided directly to us, in a structured, commonly used format (right to portability)
- Withdraw your consent to the collection or use of your personal information at any time
To exercise any of these rights, send a written request to info@adjudica.ca. We will process your request within 30 days.
Confidentiality incident
In the event of a confidentiality incident involving your personal information and presenting a serious risk of harm, Adjudica will inform you and notify the Commission d'accès à l'information du Québec in accordance with the law.
Minors
The adjudica.ca site is intended for a professional audience. It is not intended for persons under 14 and does not knowingly collect personal information from minors.
Complaints and remedies
If you have a concern about the handling of your personal information, write to us at info@adjudica.ca. We will review your complaint and reply within 30 days.
If you are not satisfied with our response, you may file a complaint with the Commission d'accès à l'information du Québec.
