Karim runs a company that specializes in electrical work near Québec City. He knows Hydro-Québec awards enormous volumes of contracts every year: substations, power lines, generating stations, distribution. Naturally, he looks for Hydro-Québec's calls for tenders on SEAO… and doesn't find much. That's normal: to bid on Hydro-Québec work, everything goes through its own portal. Even when a notice shows up on SEAO, it points back to that portal to view the documents and submit the offer.
That's the first reflex to unlearn.
Hydro-Québec, a different kind of buyer
Government departments and municipalities publish their notices on SEAO and manage much of the process there. Hydro-Québec, on the other hand, centralizes its purchasing in its Espace approvisionnement, accessible from its supplier website. That's where it publishes its business opportunities, which it calls "market calls" (appels au marché), and that's where you submit your bid. Some Hydro-Québec notices may also be findable on SEAO, but they then point back to the Espace approvisionnement for the rest.
Market call (Hydro-Québec)
The term Hydro-Québec uses for its market-solicitation processes. Depending on the need, it can be a call for proposals, a call for interest or a call for qualification. You browse the open market calls in the Espace approvisionnement, and you submit an offer through that portal when the tender requires one.
In concrete terms, if you want to sell your goods or services to Hydro-Québec, your point of entry is registering your company in the Espace approvisionnement.
The three steps to becoming a supplier
Hydro-Québec sums up the entry path in three steps:
- Create the Espace approvisionnement for your company. You fill in your company profile (contact details, fields of activity, and so on).
- Activate your Espace approvisionnement. This step validates your account. For a new supplier, it involves updating your record, managing your contacts and adding proof of identity. Allow up to three business days for validation.
- Sign up for the market-call notices. You select the categories that match your activity so you receive the relevant notices, the equivalent of a targeted alert.
Do it before you need it. Creating and activating your Espace approvisionnement takes administrative time, and a validation delay applies. If you wait until you spot an interesting market call to register, you risk missing the deadline. Sign up ahead of time, then let the notices come to you.
Qualified markets: an extra step for some contracts
For part of its purchasing, especially when needs recur over a long period, Hydro-Québec requires suppliers to be qualified in advance. These are called qualified markets: qualification serves to build the list of companies that can bid on a market call for that market.
The process normally goes through an annual public notice for the market in question. If you want to start your qualification before that notice, Hydro-Québec says to write to the address listed for that market in the list of qualified markets. You then have to maintain your qualified-supplier status to stay eligible, and some products may also require homologation.
An annual subscription is required to bid. Hydro-Québec indicates that an annual subscription (on the order of $75) is needed to submit an offer on open market calls. Check the conditions of the call before you dive in: it's a detail that catches new suppliers off guard.
What Hydro-Québec buys
Hydro-Québec organizes its purchasing into broad categories of goods and services: mechanical and electrical equipment for its networks, materials, information technology, operations services, construction, logistics, engineering and professional services. Hence the importance, when signing up, of checking the categories that match your activity. An electrical-equipment supplier, an engineering firm, a land-clearing company and a transport company don't sign up for the same notices.
Anticipate with the annual planning. Hydro-Québec publishes an indicative plan of certain projects that could lead to market calls. It isn't exhaustive and can change without notice, but consulting it helps you see what's coming in your category and prepare your file (qualification, references, capacity) ahead of time.
What Hydro-Québec looks for in its suppliers
Beyond price, Hydro-Québec puts the emphasis on requirements that every candidate SME should take seriously:
- The Supplier Code of Conduct, a contractual document that sets out its expectations (integrity, human rights, and so on) of suppliers and their subcontractors. Accepting and respecting it is a condition, not a formality.
- Health and safety (OHS). Hydro-Québec builds an OHS assessment into most of its market calls; in most services markets, a validated OHS report is even an eligibility criterion. An SME with a strong OHS record starts with a real advantage.
- Sustainable development (SD), for now a recommended practice rather than a requirement: Hydro-Québec values bids from companies with commitments in this area, as part of a responsible-procurement approach.
Depending on the market call, Hydro-Québec may also require legal attestations and authorizations: an Attestation de Revenu Québec for contracts of $25,000 and over, a contracting authorization from the Autorité des marchés publics (AMP) above certain thresholds, an RBQ licence, financial guarantees, insurance, and sometimes a quality certification. - Check whether your target markets are qualified markets; if so, start the qualification without waiting for the annual notice.
- Before bidding, check the conditions of the call: annual subscription, required attestations and authorizations.
Hydro-Québec is a demanding client, but a huge and recurring one. The price of entry is administrative rigour and planning ahead, not the size of your company.
