MERX vs SEAO vs CanadaBuys: Which Tender Platform Should You Use?

Daniel has been checking SEAO for months for municipal and provincial contracts. A partner tells him "MERX" is THE go-to platform for tenders in Canada. Daniel wonders whether he's missing something, or paying twice for the same service. It's a very common confusion, and the answer depends entirely on where you want to win contracts.

SEAO: Québec's official platform

SEAO (Système électronique d'appel d'offres, Québec's electronic tendering system) is the Government of Québec platform. It's where Québec public bodies subject to the rules publish their public calls for tenders: government departments and agencies, the health and education networks, as well as municipalities and municipal bodies.

Two key points for a Québec SME:

• Browsing the notices is free and requires no account. Fees can apply to certain services, though: ordering documents, some uses of the electronic submission service, monitoring or subscription options.
• It's the official source. For a Québec public contract, the notice on SEAO is what counts. No other platform is needed to submit a bid to a Québec body.

MERX: the private national platform

MERX (operated by SOVRA) is a private platform: a commercial company, not a government. It brings together, in one place, public and private opportunities from several jurisdictions (federal, provinces, municipalities, health, education), across the country. Some buyers also use it as a portal to publish notices or receive bids.

For an SME, MERX becomes relevant in two cases:

1. You target contracts outside Québec (other provinces) or markets spread across several jurisdictions.
2. You want a single dashboard that gathers varied sources, with monitoring features, instead of watching each platform separately.

Note: full MERX access requires a paid plan (some basic registrations or searches may be free). Before you pay, ask yourself whether the contracts you're after aren't already available for free at their official source (SEAO for Québec), unless the buyer you're targeting requires MERX as the submission portal.

CanadaBuys: the federal side

If your ambition is to sell to the Government of Canada (federal departments and agencies), the official platform is CanadaBuys, the federal government's procurement service. For the federal level, it's the official starting point, the equivalent of SEAO. Depending on the notice, the details or the submission may then go through SAP Business Network (free account) or a third-party site named in the notice.

Where to start, for a Québec SME

The logic is simple:

1. Start with SEAO. If your clients are Québec public bodies, it's your main tool, and it's free. Master its search before anything else.
2. Add CanadaBuys if you want to win federal contracts. It's another official, free source, with its own registration rules.
3. Consider MERX only if you have a multi-province strategy or want to centralize your monitoring, and the time saved justifies the subscription.

The trap to avoid is paying an aggregator for contracts that are already free at their source. For the vast majority of Québec SMEs starting out in public procurement, SEAO alone covers most of the opportunities, with no subscription fees.
